1.
The allotment of the room shall be on the basis of competitive
tender/auction subject to approval of the Government or Executive
committee/General council of the Authority.
Tender/Auction will be on Security Deposit.
Rent will be fixed. Auction will be started from the minimum fixed
Security Deposit.

Minimum Security Deposit for Room Nos. 1, 2, 3, 4 & 5 is fixed as
3 Lakhs and for 6, 7, 8 and 9 is fixed as 2.5 lakhs.

Rent for Room Nos. 1, 2, 3, 4 & 5
is fixed as Rs. 6/sq.ft. and
for Room Nos. 6, 7, 8, 9 & 10 is fixed as Rs.5/sq,ft.
Maintenance charge is fixed as 10% of the room rent.

The allotment of room in the building shall be on lease for a period
of three years from the date of execution of lease agreement and subject to
the Rules,
Regulations and bye-laws of the Authority as amended from time to
time. The allottee shall remit
the maintenance charge also along with the monthly rent as fixed by the
Authority from time to time.
5.
EMD of Rs.10,000/- in
the form of D.D. drawn in favour of Secretary, GCDA shall be submitted along
with the tender application. Applications
without EMDs will be rejected.
6. A lease agreement in the prescribed form should be executed
and got registered in stamp paper of prescribed value, at the cost and
expense of the allottee within 15 days of remittance of Security Deposit.

If the allottee fails to remit the Security Deposit and one month’s
advance rent on the next day of tender
the amount of EMD will be forfeited to the Authority’s fund.
8.
If the allottee fails to execute and register the lease agreement
within 15 days from the date of the remittance of Security Deposit the
allotment will be cancelled and the security deposit remitted will be
forfeited.
9.
The key of the room will be handed over to the allottee only after
submitting the registered lease deed in original in the Authority’s
office.
10.
The tenderer shall be liable for any loss or damage caused to the
Authority if the tenderer fails to abide by the terms and conditions of the
tender.
11.
The maintenance charges should be borne by the allottee besides the
monthly rent.
12.
Room No. 10 is reserved
for SC/ST applicants as per Government orders. Minimum Security Deposit for
this room is fixed as 1.25 lakhs. Rent
will be Rs.5/sq.ft. Necessary certificates to prove the community shall be
produced by the applicant at the time of auction.
13.
The monthly rent, maintenance charges etc. shall be remitted by the
allottee in Authority’s office on
or before 10th day of every month in advance.
14.
Penal Interest @ 2% per month shall be paid by the allottee for the
belated payment of rent/maintenance charge.
15.
If the allottee fails to remit the monthly rent and maintenance
charge within the time mentioned above, for more than 3 months
consecutively, the allottee will be evicted and the possession of the space
will be taken back by the Authority along with all the articles kept in the
room immediately after 15 days from the date of receipt/service of the
notice issued from the Authority in this regard.
If the allottee fails to remit the entire arrears within 15 days of
date of eviction, the articles will be sold out by auction and the amount
received and the Security Deposit will be credited in the arrear account and
the balance if any will be refunded to the allottee. Revenue Recovery and
other legal actions will be taken to recover the balance amount due, if any.
16.
The allottee shall not transfer, sublet or part with the possession
of the room without written consent of the Authority.
17.
In the event of death of the allottee during the tenure of the lease,
the nominee or in his absence the legal
heirs of the allottee (father/mother/wife/ husband/son/ daughter) will be
allowed by Authority to continue the lease on the same terms and conditions
provided such heirs give notice of the death and apply to the authority
agreeing to abide by the terms and conditions of the lease and to execute a
fresh lease deed.
18.
If the allottee fails to abide by any of the terms and conditions
stipulated herein or in the lease agreement, the Authority reserves the
right to evict the allottee from the demised premises and to take possession
of the rooms.
19.
The allottee shall keep the rooms clean at all times at his cost and
expenses.
20.
The allottee will not be permitted to make any permanent or temporary
alterations or additions to the said rooms without obtaining written consent
of the Authority.
21.
The allottee should not exhibit any advertisements/install any boards
without obtaining written consent of the Authority.
22.
The allottee shall bear/pay and discharge all existing and future
taxes, electricity/water charges, assessments and other dues in respect of
the room. The allottee shall produce the bills of above remittances
once in 3 months for the verification of the Authority.
23.
The Rooms shall be used only for the purpose for which it is leased
out. No trade or business that are expressly prohibited by law or
prohibited by the Authority from the point of view of safety, security,
public health, hygiene, pollution
etc. shall be carried on the demised room.
24.
The allottee shall be responsible for any damages or losses caused to
the rooms during the period of lease. In
such cases the allottee shall carry out all repairs to damages or shall be
liable to pay the cost fixed by the Authority.
25.
The allottee should permit the Secretary of the Authority or any
authorized officer to enter upon the demised room and inspect the conditions
and make any repairs inside or outside the room.
26.
If the Authority desires to determine the present demise, the
Secretary of the Authority reserves the right to evict the allottee by
giving 3 months notice and in such cases the allottee has no right to claim
any compensation.
27.
If the allottee desires to surrender the allotted rooms he shall give
to the Authority three calendar months previous notice in writing.
28.
The Security Deposit remitted by the allottee will be refunded
without interest on termination of the lease after deducting all the amounts
due to the Authority.
29.
Separate tender application form
shall be submitted for each room.
30.
Tender application form will be available upto 3.30 P.M. on or
before 11/04/2007 from GCDA Office, Kadavanthra, Kochi-20. Cost of
application form is Rs.225/-. Application forms are also available from the
website of GCDA. In such cases,
the applications should be submitted along with a D.D. of Rs.225/- in favour
of Secretary, GCDA, towards the cost of application form. Duly filled up
tender application forms in sealed envelops superscribing the name of
the applicant and the room required, should reach this office on or before 12.00
NOON on 12/04/2007
There
will be a public auction at 3.30 P.M. on 12/04/2007 at
Varapuzha Panchayat Conference Hall for allotment of room. Only the persons
who have submitted the tenders/authorized person will be allowed to
participate in the auction on production of the proof of remittance of EMD.
Provisional allotment will be made in the name of the bidder who
offers the highest amount of Security Deposit
in tender/auction.
